When a layered, remote application is run, VTS goes through a process of checking the tag properties database in each application layer for newly added tag types that do not appear in the uppermost application layer's tag properties database. Any newly discovered tag types are created in the application layer's tag properties database file. This process occurs while the application is initially loading every time the application is run.
