VTS keeps track of the page change buttons that have been assigned to each user account. Each time a user logs on, VTS automatically loads the page change buttons last configured by that user.
If you wish to configure an initial set of page change buttons to be available to all users when the application is first deployed, log off your user account, and then add the page change buttons you wish all users to access. (You will not be able to include any pages that are protected by security privileges.)
