The last thing to worry about is the account list. The data for the account list is stored in encrypted format in the App\SecMgr.dat file on the primary server; this file will also be replicated on all other PCs.
Because it is encrypted, it is not possible to create the file from scratch. However, the file will automatically be provided whenever a new VTS application is created. The file initially contains an account list consisting of one account with the Manager privilege. This suffices to allow the end-user to create all remaining required accounts and assign desired privileges accordingly.
