Enables you to indicate whether you wish the entire alarm database sent to clients of the Alarm Manager server during synchronization, rather than sending an incremental update to clients.
If set to 0 (false), incremental updates to clients are performed (default).
If set to 1 (true), the entire alarm database is sent to alarm clients.
