Client Hangs at 20% During Startup

Symptoms:

Client hangs during startup at Starting Services with progress at 20%.

Problem:

The server is not running.

Recovery:

Start the application on the server; the client will continue when the server has synchronized the Edit Lockout Manager.

If the client times out while waiting for the server, select the Retry option.
