Symptoms:
Client hangs performing online configuration actions during startup synchronization.
Problem:
The server missed releasing a semaphore.
Recovery:
If stopping the server is an option:
1. Stop the application on the server.
2. Stop VTS on the server.
3. Restart VTS on the server.
4. Restart the application on the server.
If stopping the server is not an option:
1. Go to the system level in the debugger and step into StartupSyncS.
2. If any instances of this module exist, but no clients are in the process of starting, the StartupSyncS modules have been orphaned and must be forced to kill themselves. In each instance, set the Progress variable to 6.
