Indicates whether or not active alarms should be dialed out to operators.
If set to 0, then the VTS Alarm Dialer system will not notify designated operators of active alarm conditions.
If set to 1 (default), then the VTS Alarm Dialer system will notify designated operators of active alarm conditions.
