Indicates whether or not alarms whose condition has returned to normal on site should be dialed out to operators.
If set to 0 (default), then the VTS Alarm Dialer system will not alert designated operators when an alarm has returned to normal.
If set to 1, then the VTS Alarm Dialer system will call out to designated operators when an alarm has returned to normal.
