The Instance subdirectory within the VTS installation directory (i.e. "C:\VTS\Instance") is an application directory containing the components required to run the "Instances" script application that is included with your VTS installation. The "Instances" script application is an analysis tool that provides statistics on the number of instances (copies) of modules that are running in various VTS applications.
