The variables and/or modules in the [PRIORITYSTART] section are also added to the Code module. The variables and/or modules in the [PRIORITYSTART] section are started before any of the variables or modules in the [SYSTEM] section are loaded, or before any other VTS modules in any other classes are started. The loading of the [SYSTEM] variables will not continue until the Edit Lockout Manager service has completed its startup or is disabled. The [PRIORITYSTART] section of your application's Config.ini configuration file corresponds to the PRIORITYSTART section of your application's AppMod.src root file (see AppMod.src Root File).
