RPCMaxStartDelay is a value in seconds that controls the startup behaviour if the workstation name is not valid. The RPC Manager will wait for a maximum of the time specified in RPCMaxStartDelay before assuming that there is no network available.
This is useful for auto-starting a machine after a reboot, since it is possible for network services to not yet be started when VTS is starting. RPC Manager will wait indefinitely for the network to start if this value is set less than 0.
