From a security standpoint, the Security Manager is an access provider, acting as a gateway between users and VTS applications. In order to accomplish this, the Security Manager need only be concerned with three things:
1. Accessibility of VTS components.
2. Accessibility of its own internal dialogs.
3. The access rights of users.
