Relevant only when ControlLockNoteRequiredForAdd or ControlLockNoteRequiredForRemove is set.
This property sets the minimum number of characters required when an operator creates a note. A value of 0 (the default) allows the operator to skip past the Create Note dialog when setting or removing a lock.
